The Rule of Local Supremacy

All unclaimed lands, such as The Frontier, are governed by the baseline Realm Common Laws. These baseline laws strictly prohibit griefing, theft, and unapproved PVP. This guarantees that any player can venture into the wilderness and build a home with full protection.

However, if a player officially claims territory to establish a recognised District, they gain sovereign right over that land. Local Municipal Laws always overwrite Realm Common Laws.

Example: If you build a cabin in The Frontier, it is protected; no one can grief it. But, if a player formally claims a patch of land, establishes the District of Chaos, and writes a local law explicitly permitting griefing within its borders, then griefing is completely legal inside that specific district.
